The overall winner was Hazel Brant, of the Marine Conservation Society, who was nominated because she picks up litter while walking her dog.
Her friend Anthea Briggs, who collected the award in her absence, said: "She walks twice a day and takes two black bags with her and picks up dog mess, litter, beer cans etc.
"Anytime there is a mess on Winthorpe beach, she cleans it up. There was a beach party recently and she picked up 36 beer cans."
Coun Kirk said: "Not only does she enhance her community, but the whole community of Skegness. She's also doing a fantastic job for the environment."
A commercial award was presented to Beachlands tea rooms, in North Parade, for its lovely gardens and retaining its traditional seaside charm.
The Ship and Atlantic Bar, Castleton Boulevard, Chestnut Homes' recreation area in Lincoln Road, the Beacon Medical Practice, Churchill Avenue, Sandbeck House care home, in Sandbeck Avenue, and Southview Park Hotel, where the awards were held, all won commercial awards for looking so nice.
New welcome signs for the town, designed and made by the civic society, were alse unveiled and are due to be put up at the boundaries of Skegness on the A52 and A158 soon.
A photography contest, organised by Coun John Byford, featuring disguised Skegness landmarks, was won by Coun Dick Edginton and Wendy Gould.
